European Union-US Relations: Navigating Future Scenarios

In recent years, the transatlantic relationship between the European Union (EU) and the United States has been characterized as “beneficial, but lopsided” by one of the delegates from the Committee on Foreign Affairs. This phrase encapsulates the dynamic where the US wields significant influence, particularly through its military might, while the EU plays a supportive role in global affairs.

Looking ahead, the future of EU-US relations could take different paths depending on the outcome of the upcoming US presidential elections. Should Kamala Harris secure victory, continuity with the Biden administration’s policies is expected, meaning potential reductions in monetary aid to countries like Ukraine. In contrast, a return of a Republican leadership, represented by figures like former President Trump, could mean an increase in protectionist measures. This scenario might include universal taxes impacting EU imports and heightened tariffs on goods from China, altering trade dynamics significantly.

Among these potential shifts, the question arises: can the EU assert leadership in this partnership? Despite the EU’s economic prowess and diplomatic efforts, its influence remains constrained by the overwhelming military power of the United States. As the delegate notes, “I do not see a future in which the European Union leads the relationship,” underlining the enduring dominance of US hard power.

However, amidst this disparity, soft power emerges as a critical tool for the EU to wield influence. Soft power, defined as the ability to shape preferences through attraction rather than coercion, offers avenues for the EU to strengthen its global standing.
